Rear Admiral (Select) Hoppa has served as the Director of the National Maritime Intelligence-Integration Office (NMIO) since August 2011. In this role, he supports the Director National Intelligence (DNI) in coordinating intelligence activities to identify, locate and track potential maritime threats to U.S. interests.
Born and raised in Baltimore, Maryland, Hoppa was commissioned upon graduation from the U.S. Naval Academy in 1985 and subsequently designated a Naval Aviator in October 1986. Early operational assignments include deploying to the Med, Black Sea and Middle East (Operation Praying Mantis) as a member of HSL-32 onboard USS CAPODANNO (FF-1093) and USS JACK WILLIAMS (FFG-24) respectively. He subsequently reported to HSL-30 as an Instructor Pilot and Wing Tactics Officer. Selected for redesignation as a Naval Intelligence Officer in 1992. He deployed on USS AMERICA (CV-66) participating in Operations Deny Flight, Provide Promise, Sharp Guard, Continue Hope and Uphold Democracy.
He has served at the Office of Naval Intelligence, OPNAV N6/7 Warfighting Integration Branch, Chief of Naval Operations Intelligence Plot, Defense Airborne Reconnaissance Office and as the Senior Intelligence Officer onboard USS NIMTZ (CVN-68). He has held the position of Director of Fleet Intelligence (N2) and Operational Net Assessments for the Second Fleet, Director of Intelligence and Information Warfare (N2/N39) for the U.S. Fleet Forces Command, the Director for Intelligence (J2) for the U.S. Joint Forces Command and Director of ISR for the International Security Assistance Force (ISAF) Joint Command in Afghanistan. He was selected for Rear Admiral (Lower Half) in May 2011.
He was awarded his Master’s degree with Honors from Old Dominion University in 1992. A designated Joint Specialty Officer, he graduated with Distinction from the Naval War College (Seminar) in 1998 and graduated from the Armed Forces Staff College in 2000.
He is the recipient of the Defense Superior Service Medal, Legion of Merit with one gold star, Defense Meritorious Service Medal with one oak leaf, Meritorious Service Medal with three gold stars, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal with Combat “V” and gold star, Navy and Marine Corps Achievement Medal, Director of National Intelligence Reform Medal, the Combat Action Ribbon and U.S. Army’s Knowlton Award for Military Intelligence.
